Publishing is irreversible for accepted versions. Once a merchant has accepted a version, that acceptance record and the exact agreement text are permanently preserved. Publishing a new version retires the current active version but does not affect existing acceptances. Use Suspend for emergency checkout blocking — it preserves all records and is reversible. Do not publish Version 1.0 until authorized by counsel review.
